'Vibrant' hotel, retail development plan set for ABIA waiting area

The cell phone waiting lot at Austin-Bergstrom International Airport is set to become something other than a place to idle the engine and wait for a phone call. A retail center and Hyatt hotel development is scheduled to be built on the almost 16-acre site to enhance the experience of waiting for guests to arrive at the airport terminal

Steve Glasgow, a local independent developer with public-private partnership experience, is building the project through an entity he formed — ABIA Retail LLC

Construction on the first phase — a gas station and small retail center with affiliated amenities and valued at about $4.5 million — is set to begin in spring or summer of 2015 and be complete by the end of next year

Glasgow also has signed a letter of intent with Austin-based JCI Hospitality — an offshoot of Journeyman Construction — to build a 137-unit Hyatt Place at the site immediately north of the terminal. The timeline and value of that phase has yet to be determined

The project has been a long time in the making. Glasgow began negotiating with the city of Austin in May 2009, but didn’t sign the long-term ground lease with the city until November 2013

Phase 1 includes the gas station and 4,000-square-foot convenience store that will be operated by Lee County Petroleum Inc, based in Giddings, Texas, east of Austin. The company operates service stations throughout Central Texas. Twelve gas pumps will accommodate 24 cars at any time

Another 10,000 square feet of Phase 1 will include a coffee shop, restaurant and other retailers. A car was potentially is in the mix. JLL broker Todd Wallace has the listing assignment.

A Multiple User Flight Information Display System with real time travel data is part of Phase I along with public restrooms and a playground

Glasgow has been a developer for years and built the U.S. Courthouse in Plano, which was delivered in 2008. He still owns and manages that property, which is leased to the General Services Administration

Vendors working with Glasgow on the ABIA project are land planner and architect Nelsen Partners and civil engineer Urban Design Group, both Austin-based. A construction contractor has not been selected yet

Glasgow may develop as many as four phases under terms of the agreement with the city. A shuttle between the terminal and waiting lot may be part of future plans
